ଶାଲୁ ନିଗମ ଜଣେ ଭାରତୀୟ ଓକିଲ,[୧] ନାରୀବାଦୀ ଆଇନ ପଣ୍ଡିତ ଏବଂ ଲେଖକ ଅଟନ୍ତି । ସେ ମଧ୍ୟ ଜଣେ TEDx ବକ୍ତା ।[୨] ସେ ୧୭ ମଇ ୨୦୧୬ ମସିହାରେ ନିଷ୍ପତ୍ତି ନେଇଥିବା ଲ୍ୟାଣ୍ଡମାର୍କ ମାମଲାରେ ଶାଲୁ ନିଗମ ବନାମ ଆଞ୍ଚଳିକ ପାସପୋର୍ଟ ଅଧିକାରୀ ଭାବରେ ଆବେଦନ କରିଥିଲେ, ଯାହା ପିତାଙ୍କ ନାମ ଆବଶ୍ୟକ ନକରି ପାସପୋର୍ଟ ପ୍ରଦାନ କରାଯାଇପାରିବ ବୋଲି କହିଥିଲେ ।[୩]

ଶିକ୍ଷା ଏବଂ ବୃତ୍ତି[ସମ୍ପାଦନା]

ନିଗମ ଦିଲ୍ଲୀ ବିଶ୍ୱବିଦ୍ୟାଳୟର ଲେଡି ଇରୱିନ୍ କଲେଜରୁ ସ୍ନାତକ ହାସଲ କରିଛନ୍ତି । ସେ ଦିଲ୍ଲୀ ବିଶ୍ୱବିଦ୍ୟାଳୟରୁ LLB ଏବଂ ଜାମିଆ ମିଲିଆ ଇସଲାମିଆରୁ ସାମାଜିକ କାର୍ଯ୍ୟରେ MA ଡିଗ୍ରୀ ହାସଲ କରିଥିଲେ । ସେ ଜାମିଆ ମିଲିଆ ଇସଲାମିଆଙ୍କଠାରୁ ସାମାଜିକ କାର୍ଯ୍ୟରେ ଡକ୍ଟରେଟ ମଧ୍ୟ ହାସଲ କରିଥିଲେ । ତାଙ୍କ ଅନୁସନ୍ଧାନର ବିଷୟ ଥିଲା "ଉପଭୋକ୍ତା ସୁରକ୍ଷା ଆକ୍ଟ, ୧୯୮୬କୁ ସ୍ୱତନ୍ତ୍ର ରେଫରେନ୍ସ ସହିତ ଡାକ୍ତର ରୋଗୀ ସମ୍ପର୍କକୁ ପରିବର୍ତ୍ତନ କରିବା ।"[୪]

ସେ ଦିଲ୍ଲୀର ପିପୁଲ୍ସ ୟୁନିଅନ ଫର ସିଭିଲ ଲିବର୍ଟିସ୍ (PUCL)ର ସଚିବ ଭାବରେ ମଧ୍ୟ ଜଡ଼ିତ ଅଛନ୍ତି ।[୬][୭] ଏହାପୂର୍ବରୁ ସେ ଭାରତୀୟ ସାମାଜିକ ପ୍ରତିଷ୍ଠାନ, ନୂଆଦିଲ୍ଲୀ ସହିତ ଆଇନଗତ ସାକ୍ଷରତା, ଲିଙ୍ଗ ସମ୍ବେଦନଶୀଳତା, ଆଇନ ସଚେତନତା, ଆଇନ ଅନୁସନ୍ଧାନ, ପାରା ଲିଗାଲର ତାଲିମ, ମାନବିକ ଅଧିକାର ଉପରେ ପ୍ରଶିକ୍ଷକଙ୍କ ପ୍ରଶିକ୍ଷଣ, ଜେଲ ସଂସ୍କାର ଏବଂ ଆଇନ ସହାୟତା, ତାଲିମ ମାନୁଆଲ, ବୁକଲେଟ୍ ଏବଂ ଅନ୍ୟାନ୍ୟ ତାଲିମ ସାମଗ୍ରୀ ଉପରେ କାର୍ଯ୍ୟ କରିଛନ୍ତି ।[୮]

ନିଗମାଙ୍କୁ ମହିଳାମାନଙ୍କ ଅଧିକାର ସହ ଜଡ଼ିତ ପାରିବାରିକ ହିଂସାରୁ ବଞ୍ଚିଥିବା ବ୍ୟକ୍ତିଙ୍କ ପାଇଁ ଆଇନଗତ ତଥା ଅନ୍ୟାନ୍ୟ ସୁରକ୍ଷା,[୯][୧୦] ବ୍ୟାଟେରୀ ମହିଳା ସିଣ୍ଡ୍ରୋମ, [୧୧] ଆତ୍ମରକ୍ଷା ଅଧିକାର,[୧୨] ବୈବାହିକ ବଳାତ୍କାର ଆଇନ,[୧୩][୧୪] ସମ୍ପତ୍ତି ଅଧିକାର,[୧୫] ଜାତି ଏବଂ ମହିଳାଙ୍କ ସ୍ଥିତି,[୧୬] COVID-19 ଯୁଗରେ ମହିଳାଙ୍କ ଅଧିକାର ବିରୁଦ୍ଧରେ ପ୍ରତିକ୍ରିୟା,[୧୭] ଏବଂ COVID ସମୟରେ ମହିଳାଙ୍କ ପ୍ରତି ହେଉଥିବା ହିଂସା ବୃଦ୍ଧି -19 ମହାମାରୀ[୧୮] ଇତ୍ୟାଦି ସମ୍ପୃକ୍ତ ପ୍ରସଙ୍ଗରେ ତାଙ୍କର ପାରଦର୍ଶିତା ପାଇଁ ଦର୍ଶାଯାଇଛି । ଭାରତରେ ଶିକ୍ଷା ସହ ଜଡ଼ିତ ତାଙ୍କର ଓକିଲାତି ପାଇଁ ତାଙ୍କୁ ମଧ୍ୟ ଉଲ୍ଲେଖ କରାଯାଇଛି ।[୧୯][୨୦] ଓକିଲଙ୍କ ପୋଷାକ[୨୧][୨୨] ଟିକା ନିରପକ୍ଷତା[୨୩][୨୪] ଏବଂ ଶାସନରେ ସ୍ୱଚ୍ଛତା[୨୫] ପାଇଁ ମଧ୍ୟ ସେ ଜଣାଶୁଣା ।

ଏପ୍ରିଲ୍ ୨୦୧୮ ମସିହାରେ, ସେ ଦିଲ୍ଲୀର ଓକିଲ ଗୋଷ୍ଠୀରେ ଯୋଗ ଦେଇଥିଲେ ଯେଉଁମାନେ ଜାମ୍ମୁ କାଶ୍ମୀରର କାଥୁଆ ବଳାତ୍କାର ମାମଲାର ଓକିଲମାନଙ୍କୁ ଲାଇସେନ୍ସ ବାତିଲ କରି ଦଣ୍ଡିତ କରାଯିବାକୁ ଦାବି କରି ଏକ ନିରବ ବିରୋଧ ପ୍ରଦର୍ଶନ କରିଥିଲେ ।[୨୬]

୧୫ ଜୁଲାଇ ୨୦୨୦ ମସିହାରେ, ସେ ଅନ୍ୟ ଓକିଲମାନଙ୍କ ସହ ଯୋଗ ଦେଇଥିଲେ ଏବଂ ଆରାରିଆ ଜିଲ୍ଲା କୋର୍ଟରେ ହିଂସାତ୍ମକ ଯୌନ ଅପରାଧରେ ବଞ୍ଚିଥିବା ବ୍ୟକ୍ତିଙ୍କ ଚିକିତ୍ସା ସମ୍ପର୍କରେ ପାଟନା ହାଇକୋର୍ଟର ପ୍ରଧାନ ବିଚାରପତିଙ୍କୁ ଚିଠି ଲେଖିଥିଲେ ।[୨୭]

ଜୁଲାଇ ୨୦୨୧ ରେ, ନିଗମ ୯୦୦ ଜଣ ବ୍ୟକ୍ତି ଏବଂ ଗୋଷ୍ଠୀରେ ଯୋଗ ଦେଇ ଅନଲାଇନରେ ମୁସଲମାନ ମହିଳାମାନଙ୍କ ଉପରେ ଘୃଣା ଭାଷଣ ତଥା ମିସୋଗିନି ବିରୁଦ୍ଧରେ କାର୍ଯ୍ୟାନୁଷ୍ଠାନକୁ ନିନ୍ଦା କରିଥିଲେ ।[୨୮][୨୯]
