ଟୁଇଟରର ସୃଷ୍ଟି ଏକ ଦିନିକିଆ ସଭାରେ (ଯାହା ଏକ Podcasting କମ୍ପାନି Odeo. Jack Dorseyଦ୍ୱାରା ହୋଇଥିଲା) ହୋଇଥିଲା । ଏହାପରେ ନିଉୟର୍କ ସିଟି ୟୁନିଭରସିଟିର ଜଣେ ଛାତ୍ର ଏକ ଚିନ୍ତାଧାରା ପରିବେଷଣ କରିଥିଲେ, ଯେଉଁଥିରେ ଲୋକମାନେ ସର୍ଟ ମେସେଜିଙ୍ଗ ସେବାଦ୍ୱାରା ଏକାସଙ୍ଗରେ ଏକାଧିକ ଲୋକଙ୍କସହ ଭାବର ଆଦାନ ପ୍ରଦାନ କରି ପାରିବେ[୧][୨] । ଏହି ପ୍ରୋଜେକ୍ଟର ଅନ୍ୟନାମ ଥିଲା "Twttr"[୩] । ଏହି ପ୍ରୋଜେକ୍ଟ ଆରମ୍ଭ ହେବାର ୬ ମାସ ପର୍ଯ୍ୟନ୍ତ twitter.com ଡୋମେନଟି ଉପଲବ୍ଧ ନଥିଲା । ଏହା ଉପଲବ୍ଧ ହେବାପରେ ଏହାକୁ କିଣି ଟୁଇଟର ସେବାର ନାମ ପରିବର୍ତ୍ତନ କରାଯାଇଥିଲା ।[୪]
